"Oh, it will happen," says the Clarence Republican. "There's no question the sequester is going to go into effect on March 1, because the American people know, just like families, we have to learn to live within our means."
From his Washington office, Collins said the cuts that will come aren't necessarily the ones anyone would want to make, but President Obama is the one holding those cards.
"What we should be doing, is meeting with the Senate and the President to talk about which cuts to make, trade this one for that," said Collins, who added right now, the President isn't talking.
