NYC Attack Had to be Planned to Some Extent

MacMartin: "There's No Real Way to Stop This"

Buffalo, N.Y. (WBEN) - A day after the deadliest terror attack in New York City since 9/11, local terror expert Steve MacMartin said this was a planned attack. "You can plan an event. You can plan to do something and have the day and time in flux.  And then decide on the spur of the moment that you're doing it today". 

MacMartin, former Homeland Security Agent, now Director of Medaille College's Homeland Security Program, said the San Bernadino shooter acted that way.  "I have to assume this was planned to some extent. He drove his own car to Home Depot. He rented the truck and went back several miles to that bike path.  Clearly there was some planning involved". 

MacMartin called truck terror the most difficult type of terrorism to stop.

The investigation, MacMartin said, is advancing quickly because they found his ID right away. 

He also said it's absolutely rare that the suspect is alive and thinks 29 year old Sayfullo Saipov will be a treasure trove of information, depending on how long it takes for him to cooperate. 

MacMartin believes someone probably saw something that led up to this.  "Hopefully they will build it backwards and see clues that people should be looking for.  Rather than saying if you see something, say something, maybe we'll be able to build on this and say if you see something like THIS, say something".
