The SPCA has not identified the man charged, but says he is charged with a violation of keeping a companion animal in a locked vehicle and a misdemanor count of animal cruelty.
The man charged will appear in Buffalo City Court Wednesday..
I think he should have to do community service at the SPCA-for many hours and get a really severe fine. I don't think people do it to be cruel, they are just really frigging stupid.
