The National Weather Service has  issued a statement saying "there is a heightened chance for strong to severe storms this afternoon and evening." 

Scattered storms in the early morning hours left approx. 4,000 homes in Western New York at near 5 am . 

Most of them - approx. 3,800 customers- are in the Niagara County towns of Wilson, with others in Cambria, Porter and Lewiston.   Trees are down on Upper Mountain Road in Cambria, and elsewhere.

Gov. Andrew Cuomo is urging New Yorkers to be prepared for severe thunderstorms. Thursday's storms are predicted to bring heavy rain, high winds and possible tornadoes that may cause widespread power outages.

Cuomo says weather officials have predicted a moderate risk of severe weather for the state.

He says the State Emergency Operations Center will be activated at 1 p.m. Thursday and urged residents to pay close attention to local radio and television reports.

Officials say families and individuals should have an emergency kit and an emergency plan in place. The kit should include items such as non-perishable food, water, a portable radio, flashlights and extra batteries.

STORMS COULD PRODUCE LOCALLY HEAVY DOWNPOURS...SMALL HAIL...AND WIND
GUSTS TO AROUND 40 MPH...SEVERE WEATHER IS NOT ANTICIPATED WITH THIS
INITIAL BATCH.

THERE MAY BE A RELATIVELY BRIEF PERIOD LATER THIS MORNING AND EARLY
IN THE AFTERNOON...ROUGHLY BETWEEN 9 AM AND 2 PM...WHERE THE
WEATHER IS MAINLY RAIN-FREE...WITH ONLY ISOLATED SHOWERS AND
THUNDERSTORMS.

HOWEVER...IF THIS BREAK OCCURS...IT SHOULD BE SHORT-LIVED. DURING
THE AFTERNOON AND EVENING PERIOD...GENERALLY BETWEEN 2 AND 10 PM...
THUNDERSTORMS SHOULD BECOME MORE NUMEROUS...WITH A BETTER THREAT
OF SEVERE STORMS. IT APPEARS THE MAIN SEVERE WEATHER THREATS WILL BE
DAMAGING WINDS AND LARGE HAIL...BUT A FEW TORNADOES CANNOT BE
RULED OUT.
