Buffalo Fugitive Found Dead



Buffalo (WBEN) -- A man convicted on a rape charge and who was the subject following a Thursday morning incident at a home in Buffalo has been found dead. Police cordoned off the neighborhood surrounding Hempstead Avenue, in the Langfield Housing Projects after a report of shots fired.

Convicted sex offender Demone Frazier, 28, was involved in a "serious" incident in Buffalo during a residence verification check by a Community Supervision Parole Officer, according to DOCCS.

The parole officer wasn't hurt, but Frazier remains at large and is believed to be armed and dangerous.  Frazier is alleged to have a gun and stole the parole officer's vehicle. 

At some point later in the morning, Frazier abandoned the parole officer’s vehicle and remains at large on foot in the City of Buffalo.  Local law enforcement and DOCCS Community Supervision personnel are in pursuit of the fugitive.
 
Frazier was convicted out of Erie County for Rape 3rd and was sentenced to a term of 1-1/2-to-3 years, which was his second state sentence of imprisonment. 

Frazier was released to the community on December 10, 2009 under Strict and Intensive Supervision and Treatment (SIST) authorized by the Civil Confinement law, which requires the civil confinement or strict post-release supervision of New York’s most dangerous sex offenders.

This status is imposed by the courts.  Today, a total of 69 SIST cases are being supervised statewide.
 
Under Community Supervision, designated SIST individuals must submit to sex offender treatment and other conditions.  Conditions could include GPS monitoring, no contact with victims, polygraph monitoring and other conditions ordered by the court.  Each case is examined on an individual basis and the offender’s treatment plan is tailored to that individual’s case.  By state law, SIST will be imposed only after individuals have served their time in prison and are ready to be released, and/or completed their sentence of parole.
