Arbitration Panel Chosen in Gaming Dispute



Buffalo, NY (WBEN) A three person panel, chaired by former State court of appeals chief judge Judith Kaye, will start work next month to determine if the state has violated its gaming compact with the Seneca Nation.

Each side picked one panelist, Kaye was chosen by those two.

The Senecas claim the state has violated the compact by allowing games like Moxie Mania and facilities like the Hamburg Casino, claiming they break the nation's exclusivity on gambling in the region.

At state is 450 million dollars in exclusivity payments held in escrow.

The state chose Henry Gutman of New York City and the Senecas chose University of Arkansas Law school Dean Stacy Leeds.
