...A FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 930 PM EST FOR
NORTHWESTERN ERIE AND SOUTHWESTERN NIAGARA COUNTIES...

THIS INCLUDES THE EAST CHANNEL OF THE NIAGARA RIVER IN THE CITY OF
NIAGARA FALLS AND GRAND ISLAND.

AT 257 PM EST...THE JOINT RIVER CONTROL CENTER CONTINUES TO
ADVISE OF ICE JAM FLOODING ON THE EAST CHANNEL OF THE UPPER NIAGARA
RIVER AS A RESULT OF HIGH WINDS AND INCREASED ICE FLOWS. AN ICE JAM
HAS FORMED BETWEEN THE POWER AUTHORITY INTAKES AND CAYUGA ISLAND.
THE WATER LEVEL GAUGE AT THE LA SALLE YACHT CLUB IS READING SLIGHTLY
BELOW THE ZERO DAMAGE ELEVATION.

LOW LYING AREAS ON THE ROBERT MOSES PARKWAY AND LA SALLE EXPRESSWAY
UNDER THE NORTH GRAND ISLAND BRIDGE ARE FLOODED AND CLOSED.
CONDITIONS ARE UNSTABLE AND COULD CONTINUE WORSEN. FLOODING IS ALSO
BEGINNING ALONG THE GRAND ISLAND SHORELINE OF THE EAST CHANNEL.

IF WATER LEVELS CONTINUE TO RISE FLOODING WILL WORSEN ACROSS MUCH OF
CAYUGA ISLAND...AND ALSO IN THE VICINITY OF THE LA SALLE YACHT CLUB
IN THE CITY OF NIAGARA FALLS. FLOODING MAY ALSO WORSEN ON GRAND
ISLAND IN THE VICINITY OF BASELINE ROAD.

RESIDENTS SHOULD MONITOR WATER LEVELS CLOSELY AND BE PREPARED TO
SEEK HIGHER GROUND. ICE FLOWS ALONG THE RIVER MAY PRODUCE
SIGNIFICANT DAMAGE TO DOCKS AND OTHER STRUCTURES ALONG THE RIVER
SHORE.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS

...BLIZZARD CONDITIONS FOR PORTIONS OF NIAGARA FRONTIER...

NEAR ZERO VISIBILITY WITH WIND GUSTS TO 51 MPH WERE REPORTED AT
THE AIRPORT JUST BEFORE 3 PM THIS AFTERNOON.

      ...THIS IS A PARTICULARLY DANGEROUS SITUATION...

BLINDING SNOW...WHITE OUT CONDITIONS...AND DANGEROUSLY COLD WIND
CHILLS TO 20 BELOW SHOULD BE EXPECTED IN THE BAND THROUGH THE
AFTERNOON. A CASUAL DRIVE OR TRIP OUTSIDE CAN QUICKLY LEAD TO A
LIFE THREATENING SITUATION WITHOUT PROPER WINTER GEAR.

LAKE ERIE IS FREEZING VERY QUICKLY THIS AFTERNOON DUE TO THE
EXTREMELY COLD AIR ALOFT. ICE NOW COVERS A LARGE SWATH OF THE
LAKE...AND HAS FORCED THE BAND INTO TWO PIECES. ONE BAND IS OVER
TONAWANDA...AMHERST...CLARENCE AND POINTS EAST WHILE ANOTHER BAND
IS OVER THE SOUTHTOWNS. THE CITY OF BUFFALO EAST TO CHEEKTOWAGA IS
IN BETWEEN THE BANDS...ALTHOUGH BLOWING SNOW MAKES IT NEARLY
IMPOSSIBLE TO KNOW WHETHER YOU ARE IN A LAKE BAND OR NOT.

FOR THE REMAINDER OF THE AFTERNOON...EXPECT LITTLE CHANGE:
   1) WINDS WILL CONTINUE TO GUST TO 50 MPH AT TIMES.
   2) TEMPERATURES WILL CONTINUE TO HOVER IN THE SINGLE DIGITS.
   3) WIND CHILLS WILL REMAIN NEAR 20 BELOW ZERO.

BLIZZARD CONDITIONS WILL CONTINUE TO BE EXPERIENCED FROM THE
NORTHTOWNS TO THE SOUTHTOWNS...THROUGHOUT MUCH OF GENESEE COUNTY
AND NORTHWEST WYOMING COUNTY. EXTREME PORTIONS OF SOUTHERN NIAGARA
COUNTY AND SOUTHERN GENESEE COUNTY MAY ALSO SEE BRIEF BLIZZARD-
LIKE CONDITIONS.
