FLOOD WATCH
NATIONAL WEATHER SERVICE BUFFALO NY
411 AM EST WED FEB 19 2014

...SIGNIFICANT WARM UP WITH RAIN EXPECTED THURSDAY NIGHT THROUGH
FRIDAY...

.A MILD SOUTHERLY FLOW OF AIR WILL PUSH NORTHWARD FROM THE
SOUTHEASTERN PORTION OF THE NATION THURSDAY NIGHT AND FRIDAY. A
POWERFUL COLD FRONT ASSOCIATED WITH A WESTERN GREAT LAKES STORM
WILL SWEEP ACROSS NEW YORK STATE AND INTERACT WITH INCREASING
MOISTURE TO PRODUCE A PERIOD OF RAIN WITH THE POTENTIAL FOR
EMBEDDED THUNDERSTORMS.

THE COMBINATION OF RAIN AND TEMPERATURES THAT ARE FORECAST TO
CLIMB TO NEAR 50 DEGREES SHOULD RESULT IN GREATLY INCREASED
RUNOFF WITH SIGNIFICANT RISES ON AREA WATERWAYS. RUNOFF FROM RAIN
FALLING ON FROZEN GROUND MAY CAUSE FLOODING OF STREETS AND AREAS
OF POOR DRAINAGE.

PLENTY OF ICE IS ALSO IN PLACE ON AREA CREEKS. THIS WILL RESULT
IN AN ENHANCED RISK FOR ICE JAMS AND SUBSEQUENT FLOODING. THE
WARM WEATHER AND INCREASED FLOWS WILL BREAK THE RIVER ICE...WHICH
CAN THEN BECOME JAMMED WHERE THERE ARE CONSTRICTIONS IN THE
CHANNEL...SHARP CURVES...OR OTHER OBSTRUCTIONS.

  AND AREAS OF POOR DRAINAGE.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS. YOU SHOULD MONITOR LATER FORECASTS AND BE
ALERT FOR POSSIBLE FLOOD WARNINGS. THOSE LIVING IN AREAS PRONE TO

...FREEZING RAIN ADVISORY REMAINS IN EFFECT UNTIL 1 PM EST THIS
AFTERNOON...

* LOCATIONS...CATTARAUGUS AND ALLEGANY COUNTIES.

* TIMING...THROUGH EARLY THIS AFTERNOON.

* ACCUMULATIONS...ICE POSSIBLY ACCUMULATING A FEW HUNDREDTHS OF AN
  INCH.

* IMPACTS...UNTREATED ROADWAYS AND SIDEWALKS MAY BECOME SLICK DUE
  TO A THIN GLAZE OF ICE.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FREEZING RAIN ADVISORY IS ISSUED WHEN ICING IS EXPECTED IN THE
AFFECTED AREAS...BUT NOT ENOUGH TO DISRUPT TRAVEL OR DAMAGE TREES
AND POWER LINES. INSTEAD...PATCHES OF ICE WILL CAUSE SLICK SPOTS
ON ROADWAYS AND SIDEWALKS. WALKING AND DRIVING COULD THEREFORE BE
DIFFICULT...BUT NOT IMPOSSIBLE.
