The Buffalo Planning Board will eyeball a $26.5 million project proposal for the former A&P warehouse on Swan Street.  Business First reports Miller-Valentine Group of Cincinnati want to renovate the building into a 120-unit apartment complex.  The building dates back to 1910 and sits on the edge of Buffalo's Larkin District.
